Regardless of the number of teams in a conference, it is possible

that the scheduling format can include 1 protected cross-division game to ensure existing rivalries can continue and maybe even 1 rotating cross-division game to bring the total number of conference games to an even number. An even number is preferred because it ensures every team plays the same number of home and away games every year. So for a 16 team model it would look like this:

8 games
7 division games
1 protected cross-division game or 1 rotating cross-division

10 games
7 division games
1 protected cross-division game and 2 rotating cross-division games or 3 rotating cross-division games

Basically 2 pods/quads would be paired up with each other.
